Winchester (Mass.) Hospital is planning to break ground on a new ambulatory surgery center despite an appeal filed against the special permit it received for the project, according to a report from the Daily Times Chronicle.
Under law, organizations can proceed with project construction even with a pending appeal, albeit at their own risk.
The 31,200-square-foot ASC would provide services in specialties including orthopedics, urology, gynecology and ENT. Local residents have asked their Superior Court to annul approval on the basis that, amongst other claims, the Zoning Board of Appeals relied upon inaccurate and incomplete information, ignored recommendations from the Town Engineer and Planning Board and failed to impose conditions to minimize construction impacts, according to earlier reports.
Winchester Hospital anticipates the ASC development to take a year and is targeting an opening for late spring 2012, according to the report.
