States May Decide Whether to Expand Medicaid Programs, CMS Says

CMS official Cindy Mann announced this week that states may choose whether to expand their Medicaid program initially and, later, decide to drop out of the expanded program.

Ms. Mann also said states that initially decide not to participate may later join up and qualify for federal funds. Governors in Florida and Texas have already announced their intention to opt out of the Medicaid expansion program.

"A state can decide when to come in and if to come in," Ms. Mann said. "Also, if a state does adopt the expansion and determines at a later time, for whatever reason, that it does not want to maintain the expansion, it could also decide — because it's a voluntary program — to drop the expansion."
