One of the challenges is the different standards that exist for medical billing records. One EMR may not be able to export or import data from another EMR. Until a standard way for exchanging records from various systems is developed, little progress can be made.
Another challenge is a federal law that prohibits a national ID for patients. Without the ID, providers have to manually match and confirm records patient identification prior to sharing. For more common names, this process could be time consuming.
