Debate Heats Up Over Proposed Single-Payor Healthcare System in California

State providers and healthcare experts are debating the merits of a bill introduced by Sen. Mark Leno (D-San Francisco) that would create a single-payor healthcare system in California, according to a California Heathline report.

According to Sen. Leno, the bill would not conflict with the federal health reform law, which allows states to apply for federal waivers in 2017. Sen. Leno believes California could use a federal waiver to help fund the single-payor system.

Supports believe the legislation would provide all state residents with comprehensive health insurance, allow residents to choose their physicians and hospitals, decrease administrative expenses for providers and reduce the role of insurance companies.

Opponents say the bill would eliminate jobs, lead to substantial tax increases and create a state budget deficit after implementation.

The legislation was passed in the Senate Health Committee earlier this month and is now being considered by the Rules Committee, according to the report.
