Dr. Pannu allegedly paid kickbacks to marketers in 2009 who directed patients to his Pain Management Clinic where he wrote prescriptions for drugs which eventually ended up on the street.
He also faces charges of billing Medicare for more than $2 million in unnecessary services or services which were never provided, according to the report.
