Seventeen states have delayed implementation of health insurance exchanges until the Supreme Court announces its decision on the future of healthcare reform, according to a Gant Daily report.
Exchanges are intended to function as online marketplaces where consumers can compare health plans and determine their eligibility for programs such as Medicaid or subsidies to help purchase coverage. States must submit their plans by November 16 and receive conditional approval by January 2013 to begin enrolling residents 10 months later.
An additional 13 states, including the District of Columbia, have authorized the creation of health insurance exchanges. Many others have legislation pending.
In recognition of the political and technical challenges facing many states, HHS recently offered some new options.
