Republicans issued an amendment to their replacement plan that would give payers $15 billion over the next nine years to help cover high-cost patients, according to The Hill.

2. The amendment will lower premiums for healthy patients by subsidizing high-cost patients' medical costs, GOP officials say.
3. Republicans did not go into specifics on how the amendment would distribute money to payers. The amendment does give HHS the authority to distribute the funds.
4. The amendment would transfer ownership to states in 2020 regarding fund distribution.
5. The House Rules Committee voted to approve the bill in a nine-to-two vote on April 6, 2017.
